The 22nd meeting of the heads of security and intelligence services of the CIS member states on intelligence activities was held in St Petersburg on 4 September 2026. Delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan took part in the meeting.
Addressing the participants, Russian President Vladimir Putin noted that cooperation between the security and intelligence services of the Commonwealth in the field of intelligence is a significant factor in strengthening the sovereignty and security of each CIS member state and creating conditions for stability and development throughout the Commonwealth.
The participants discussed key areas for further cooperation. Particular attention was paid to improving cooperation between the security and intelligence services of the CIS member states amid growing geopolitical instability in the world and increasing challenges to the interests of the Commonwealth.
It was noted that the activities of certain countries of the collective West, aimed at maintaining global dominance, are undermining the international legal system and substantially destabilising the military and political situation along the CIS borders.
In view of the current complex situation, the heads of the delegations reaffirmed their commitment to further strengthening intelligence cooperation between the services and stepping up joint efforts to counter the destructive intentions and plans of unfriendly countries.
