The Executive Committee of the Commonwealth of Independent States is a single permanent executive, administrative and coordinating body of the Commonwealth of Independent States, ensuring the organization of the work of the Council of Heads of State, the Council of Heads of Government, the Council of Ministers of Foreign Affairs, the Economic Council and other bodies of the Commonwealth.
The Committee is guided in its activities by the fundamental documents of the Commonwealth of Independent States, treaties concluded between the member states within the Commonwealth, decisions of the Council of Heads of State, the Council of Heads of Government, the Council of Ministers of Foreign Affairs and the Economic Council and the Regulation.
The CIS Executive Committee organizes its work in close cooperation with the Council of Permanent Plenipotentiary Representatives of the Member States of the Commonwealth to the statutory and other bodies of the Commonwealth and the Commission on Economic Issues under the Economic Council of the Commonwealth of Independent States.
On April 2, 1999, the Council of Heads of State of the Commonwealth of Independent States adopted a decision to reorganize the CIS Executive Secretariat, the apparatus of the Interstate Economic Committee of the Economic Union, the working apparatuses of a number of interstate and intergovernmental sectoral bodies (there are 9 of them) into a single permanent executive, administrative and coordinating body - the Executive Committee of the Commonwealth of Independent States.
The CIS Executive Committee is the legal successor of the CIS Executive Secretariat, the Interstate Economic Committee of the Economic Union, the working apparatuses of a number of interstate and intergovernmental sectoral bodies. Its main functions are to ensure the activities of the Council of Heads of State, the Council of Heads of Government, the Council of Foreign Ministers and the Economic Council, to develop proposals on the strategy of the Commonwealth, legally draft documents, analyze the implementation of decisions, agreements and systematically inform the highest bodies of the Commonwealth, etc.
The Council of Heads of State of the CIS approved the Regulation on the CIS Executive Committee by the Protocol of June 21, 2000.
