The Council of Foreign Ministers of the Commonwealth of Independent States, at its meeting on April, 2026 in Moscow, adopted a Statement on the situation in the Persian Gulf zone.
The Statement reads as follows:
"We, the Ministers of Foreign Affairs of the Commonwealth of Independent States Member States,
- reaffirming our commitment to the maintenance of international peace and security in accordance with the UN Charter and the universally recognized principles and norms of international law,
- considering the use of force in violation of the UN Charter inadmissible and calling for the settlement of international contradictions exclusively by peaceful means based on dialogue and mutual respect,
- expressing serious concern over the tense military-political situation and the loss of civilian life in the Middle East as a result of military strikes on the territory of the Islamic Republic of Iran and its retaliatory actions,
- proceeding from the inadmissibility of any attacks on civilian objects and condemning strikes on civilian infrastructure, including residential buildings, hospitals and clinics, schools, structures of global and national cultural and historical heritage, as well as elements of energy supply systems, including nuclear power plants, oil and gas storage facilities,
- emphasize the need to ensure the sovereignty, security, and territorial integrity of the Islamic Republic of Iran and the Arab states of the Persian Gulf;
- note that regional security is common and indivisible and must be based on agreements developed by the states of the Middle East themselves;
- call upon the parties involved in the conflict to de-escalate the situation, to faithfully comply with the regional agreements on a temporary cessation of hostilities, and to promptly resume political and diplomatic efforts to resolve the conflict;
- advocate for restraint by all parties, the renunciation of threats and ultimatums, as well as other actions that could provoke a resumption of armed confrontation;
- reaffirm our readiness to assist in the interests of speedy solution of conflicts and the establishment of sustainable security in the Middle East, while respecting the legitimate interests of all countries in the region, with which the CIS member states traditionally maintain friendly and mutually beneficial relations;
- express sincere condolences to the families of the deceased."
