Ensuring sanitary and epidemiologic well-being across the Commonwealth of Independent States in the context of globalization, increasing migration flows, and escalation of biological threats has become a key imperative for the national security of the CIS member states.
Geographical proximity, shared cross-border natural foci of dangerous infectious diseases and deep socio-economic ties necessitate the shift from isolated responses to multilateral integration and joint action against infectious threats.
In response to these challenges, the CIS Council for Cooperation in Healthcare has launched systematic efforts to establish a common epidemiologic information space. Acting as the principal body for sectoral cooperation in this field, the Council defines strategic priorities for ensuring sanitary and epidemiologic well-being and biological security throughout the region.
The common epidemiologic space of CIS countries is being developed through the systematic integration of national public health services. A central role in this process is played by the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) whose head serves as a member of the Council.
The creation of this common epidemiologic space is based on a multi-level regulatory framework consistently developed by the Council in accordance with the International Health Regulations (2005). At the same time, the specific characteristics of the CIS region have required the development of more advanced integration mechanisms and legal instruments.
