CIS Adopts Concept for Developing Information Cooperation in Combating Crimes Involving Information and Communication Technologies

The CIS member states intend to develop the information cooperation in combating crimes committed using information and communication technologies. The corresponding Concept was signed on October 9, 2026, at a meeting of the CIS Heads of State Council at the Avaza National Tourist Zone in Turkmenistan.

The Interstate Programme of Joint Measures to Combat Crime for 2024–2028 (in Russian) provides for improving information-exchange mechanisms in the field of combating cross-border crime between the CIS member states competent authorities and the CIS sectoral cooperation bodies responsible for security and law enforcement.

In a view of growing threats posed by crimes associated with the development of information and communication technologies, the CIS Council of Internal Affairs Ministers approved the Plan for Potential Areas of Cooperation in Combating Crimes Committed Using Information and Communication Technologies for 2025–2028. The Plan includes, among other points, measures to develop information-exchange mechanisms.

Since the implementation of these measures requires the development of coordinated approaches, a draft Concept has been prepared.

The document provides for a range of organisational, legal, scientific and methodological measures aimed at improving the information cooperation among the CIS member states competent authorities.

The Concept sets out the main principles and areas of cooperation, including improving the treaty and legal framework, carrying out coordinated information-exchange activities, holding expert consultations and scientific and professional events, and conducting a joint research.

The key areas for implementing the Concept are:

  • establishing and using by the competent authorities an interstate database of electronic digital traces of crimes;
  • preparing proposals for the creation and automated use of digital channels for exchanging information on electronic digital traces of crimes;
  • defining approaches to establishing a repository of materials and practices aimed at preventing crimes and offenses committed using or in the sphere of information and communication technologies.
