The Commonwealth of Independent States has adopted the Fundamentals of Information Policy in the Border Sphere. The corresponding Decision was signed on 9 October 2026 at the meeting of the CIS Heads of State Council in Turkmenistan.
The document was developed on the basis of the Cooperation Programme of the Commonwealth of Independent States Member States in Strengthening Border Security at the External Borders for 2021–2025.
The legal basis for developing the draft Fundamentals was provided by the Treaty on Cooperation in Guarding the Borders of the CIS Countries with States Not Members of the Commonwealth of 26 May 1995, the Agreement on the Exchange of Information on Matters of Guarding External Borders of 12 April 1996, the Concept for the Formation of the Information Space of the Commonwealth of Independent States of 18 October 1996, and the Concept of Coordinated Border Policy of the CIS Member States of 26 August 2005.
Despite the legal provisions contained in the above-mentioned documents, which define the common approaches of the states to forming the Commonwealth’s information space and regulate the exchange of information on matters of guarding external borders, they do not contain norms regulating information policy in the border sphere.
Moreover, the need to adopt the Fundamentals was driven by new realities in the CIS information space, associated with challenges and threats in the information sphere, the active development of information and communication technologies, their impact on information infrastructure and the environment, as well as the maintenance of security and stability at the borders as a whole.
The implementation of the document will enable the CIS countries, through the application of international legal instruments, to develop and adjust information policy across the Commonwealth space in the interests of implementing a coordinated border policy.
