CIS Experts Finalize Draft Cooperation Agreement on Health Insurance for Labor Migrants

An additional meeting of the expert group to finalize the draft Agreement on Cooperation among the CIS Member States in Health Insurance for Labor Migrants and Their Family Members took place at the CIS headquarters on July 14, 2026.

 

The meeting was attended by representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan, and the CIS Executive Committee.

The experts reviewed comments and proposals submitted by a number of member states on the draft Agreement. Following the discussion, the participants agreed on the document by a majority vote. It was decided to submit the draft, in accordance with the established procedure, to the CIS Heads of Government Council for consideration.

Recognizing that labor migrants often face particular health risks, including limited access to healthcare services, financial constraints and language barriers, the draft Agreement has been developed within the CIS framework to improve access to healthcare for this category of residents.

The Agreement sets out the procedures and the main areas of cooperation between the parties with regard to voluntary health insurance for labor migrants and their family members while they are employed within the territories of the state parties of the Agreement.
