On July 15, 2026, a delegation of the Anti-Terrorism Center of the CIS Member States (CIS ATC) led by Head of the Center Evgeny Sysoev took part in the regional high-level meeting of the UN Office of Counter-Terrorism (UNOCT) “Enhancing Capacity in Curbing Arms Supplies to Terrorists in Central Asia”.
The event was attended by delegations from the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, relevant UN structures (the Office of Counter-Terrorism, the Counter-Terrorism Committee Executive Directorate (CTED), the Institute for Disarmament Research, the Information Center in Moscow) and regional organizations (CIS ATC, SCO RATS).
During the meeting, the Technical Guidelines for Central Asia on facilitating the implementation of Security Council resolution 2370 (2017), prepared by UNOCT, were reviewed. The draft document was developed to support member states of the region in strengthening their legislative and strategic capacity to prevent, detect and disrupt the use by terrorists of small arms and light weapons, improvised explosive devices and unmanned aircraft systems.
Head of the Center Evgeny Sysoev presented the CIS ATC’s experience in implementing the system of measures established within the CIS in the field of counter-terrorism and its resource provision, including the development of the legal framework for cooperation and model legislation, the exchange of national and international experience within the framework of organizational events, the conduct of joint counter-terrorism exercises and the professional development of staff of the competent authorities of the Commonwealth countries.
