Quality Infrastructure as Economic Integration Driver: Outcomes of Second Commonwealth with Mark of Quality International Conference

On July 8, 2026, the Second Commonwealth with a Mark of Quality International Conference took place in the Kyrgyz Republic. The conference became one of the key expert events held ahead of the 69th meeting of the Interstate Council for Standardization, Metrology and Certification and brought together heads of national standardization and metrology bodies, representatives of international organizations, the scientific community, industry, accreditation and conformity assessment bodies of the CIS member states.

 

Today, when economies are undergoing a large-scale digital transformation and international markets are imposing increasingly stringent requirements for product safety and quality, quality infrastructure has become one of the key drivers of sustainable development across the Commonwealth. The conference served not only as a platform for professional discussions but also as a venue for creating new approaches to the development of regional quality infrastructure.

Summarizing the outcomes of the conference, participants emphasized that the development of quality infrastructure is becoming one of the principal instruments for deepening economic integration across the Commonwealth. Priority areas for future cooperation include:

  • harmonization of standards,
  • strengthening metrological cooperation,
  • digitalization of standardization and conformity assessment processes,
  • removal of technical barriers to trade,
  • enhancing cooperation between science, education and business,
  • expansion of young professionals’ engagement in international standardization and metrology activities.

Nearly all presentations, regardless of the specific topics addressed, conveyed a common idea: standardization, metrology, accreditation and conformity assessment should evolve as an integrated system capable of responding to the challenges of digital economy, accelerating innovation, and strengthening integration among the CIS member states (presentations).

The proposals formulated during the conference formed the basis of a draft resolution to be considered at the 69th meeting of the Interstate Council for Standardization, Metrology and Certification. Implementation of these proposals could mark another important step toward establishing a common quality space within the Commonwealth in which harmonized standards, mutually recognized results of conformity assessment and modern accreditation mechanisms serve not only as technical regulation tools but also as important drivers for economic development.
