The Working Group on the Implementation of Client-Centric Principles in the Work of Tax Authorities of the CIS Member States, operating under the CIS Coordination Council of Tax Commissioners, held a meeting in Ufa, Republic of Bashkortostan, Russian Federation, from July 6 to 12, 2026.
The meeting, chaired by the Russian Federation, was attended by representatives of the tax authorities of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, as well as the CIS Executive Committee.
During the meeting, the participants discussed a range of issues related to the introduction of a client-centric approach into the work of tax authorities, including:
- development of a service-oriented model of taxpayer services;
- stages of practical execution of strategic documents;
- analysis of taxpayers’ client experience;
- prospects for integrating artificial intelligence tools into the day-to-day work of tax service personnel.
One of the key outcomes of the meeting was the approval of the structure and content of a client-centricity training program for employees of the tax authorities of the CIS member states.
The program will consist of two levels:
- a management module, aimed at developing strategic vision, improving service delivery processes, and fostering a client-centric culture within tax authorities;
- a specialist module, focused on practical tools, including effective communication and the integration of artificial intelligence technologies into operational activities.
An important part of the program will be a series of educational video lectures recorded by experts from across the Commonwealth. To facilitate this work, the host side has arranged a fully equipped video studio at the meeting venue.
The training program, agreed upon by the experts, will be submitted to the heads of the CIS tax authorities for approval during the 33rd meeting of the CIS Coordination Council of Tax Commissioners scheduled to take place in Dushanbe, Republic of Tajikistan, on October 21–23, 2026.
