The Treaty on the Procedure for Organizing and Conducting International Controlled Deliveries by the Competent Authorities of the CIS Member States, signed in Dushanbe on October 10, 2025, entered into force today, July 9, 2026.
The Treaty provides for effective measures to combat crimes involving illicit cross-border trafficking of controlled items, including narcotic drugs, weapons, cultural, historical, artistic valuables, and other controlled objects.
The Treaty pursues the following key objectives:
- detecting, preventing, suppressing, and solving crimes, as well as identifying individuals who prepare, commit or have committed such offences;
- identifying interregional and international criminal networks, as well as channels and routes used for trafficking controlled items;
- obtaining information on events or activities that pose a threat to human rights and freedoms, society, national security or the state;
- facilitating cooperation in combating crime in accordance with international treaties.
The Treaty will strengthen the existing legal framework governing the participation of all relevant ministries and agencies in conducting international controlled deliveries, including internal affairs bodies, security agencies, customs authorities and border services.
It will also further preserve and strengthen existing areas of cooperation while creating new opportunities for interaction among the competent authorities of the CIS member states in the field of international control over the movement of goods, items, substances and other objects whose free circulation is prohibited or restricted.
