A joint meeting of the Council of Permanent Representatives of the Commonwealth Member States to the Commonwealth’s statutory and other bodies and the Commission on Economic Affairs under the CIS Economic Council was held on March 31.
The meeting participants formed the draft agenda for the upcoming meeting of the CIS Council of Heads of Government, which will be held in Ashgabat at the end of May.
Twelve issues are proposed for consideration by the heads of government. In a closed format, heads of delegations will exchange views on current topics of economic cooperation within the Commonwealth and discuss the implementation of the Interstate Program for Cooperation in the Fields of Geodesy, Cartography, Spatial Data, Geoinformation Technologies, Earth Remote Sensing, Cadastral Registration and Real Estate Rights Registration for the period up to 2026.
In an open format, it is planned to adopt a number of documents concerning cooperation in congress and exhibition activities, the mining and metallurgical industries, and the transport sector. Members of the CIS Council of Heads of Government will make decisions on declaring the Youth Capitals of the Commonwealth for 2027 and 2028, as well as a number of other decisions.
Members of the Council of Permanent Representatives and the Commission on Economic Affairs discussed preparations for the upcoming meeting of the CIS Council of Ministers of Foreign Affairs. It will be held on April 17 in Moscow.
The draft agenda for the CIS Council of Ministers of Foreign Affairs includes issues related to cooperation in the humanitarian and international spheres, as well as in the field of education. The meeting plans to summarize the implementation of the Plan for Multi-level Inter-MFA Consultations within the Commonwealth and the Action Program to Enhance Partnership between the Foreign Ministries of CIS States for 2025.
Diplomats discussed the activities of the Coordination Council of Prosecutors General of the Commonwealth Member States for 2020–2025. The Executive Secretary of the Council, representative of the Council to the CIS Executive Committee, Yuri Zhdanov, presented information on this issue at the joint meeting.
The Director of the Department of Economic Cooperation of the CIS Executive Committee, Mikhail Myskin, presented information on the implementation of the Roadmap for implementing initiatives put forward by heads of delegations during meetings of the Council of Heads of State, the Council of Heads of Government, the Council of Ministers of Foreign Affairs, and the Economic Council of the CIS, in the part concerning economic cooperation.
According to the department director, in 2025, the heads of government approved the Action Plan for implementing the second stage (2026–2030) of the Economic Development Strategy of the Commonwealth of Independent States for the period up to 2030. Following an initiative by the Republic of Uzbekistan, a Comprehensive Measure Package to attract and stimulate mutual investments until 2030 was adopted. In the industrial sector, an Agreement on Cooperation in the Development of Heavy Machinery Industries was signed, along with the Concept for Developing Cooperation in the Light Industry Sector and the Action Plan for its implementation. In the digitalization sphere, the Strategy for Cooperation of CIS Member States in Developing the Information Society and Digital Economy until 2035 and the Strategy for Digitalizing the Main Multimodal Transport Corridors of CIS Member States were approved. The Strategy for Scientific and Technological Development of the CIS for 2026–2035 was adopted – a crucial step in strengthening the technological sovereignty of the states.
Mikhail Myskin also informed the joint meeting participants about the outcomes of the activities of the CIS sectoral cooperation bodies in the economic sphere in 2025. Additionally, members of the Council of Permanent Representatives and the Commission on Economic Affairs discussed information on the implementation of the Action Plan for 2023–2025 to fulfill the Memorandum on Deepening Interaction between the Executive Committee of the Commonwealth of Independent States and the Eurasian Economic Commission.
The Permanent Representative of the Republic of Tajikistan to the Commonwealth’s statutory and other bodies, Ambassador Extraordinary to the Republic of Belarus, Bakhtovar Safarzoda, informed his colleagues about the Fourth High-Level International Conference on the International Decade for Action "Water for Sustainable Development," 2018–2028, to be held in Dushanbe from May 25–28, 2026.
The Permanent Representative of the Russian Federation to the Commonwealth’s statutory and other bodies, Alexander Lukashevich, spoke about the holding of the First Ministerial Conference of the International Organization for the Russian Language on March 11, 2026, in Moscow.
The Head of the Mission, First Deputy Secretary General of the CIS Igor Petrishenko, presented information on the outcomes of the work of the CIS Observer Mission during the republican referendum on the adoption of the new Constitution of the Republic of Kazakhstan, held on March 15, 2026.
The Chairman of the CIS Economic Court, German Nurbaev, presented the Report on the Activities of the CIS Economic Court in 2025 and donated to the CIS History Museum a commemorative token marking the First Decision of the CIS Economic Court.
