An additional meeting of the expert group to finalize the draft Comprehensive Program aimed at developing a common labor market and regulating labor migration within the Commonwealth took place at the CIS headquarters on July 29.
The meeting was attended by representatives of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, the CIS Interparliamentary Assembly, and the CIS Executive Committee.
The experts reviewed the comments proposed to the draft Comprehensive Program and agreed on them by majority vote.
The draft Comprehensive Program is being developed to implement the updated Concept of Phased Development of a Common Labor Market and Regulation of Labor Migration within the Commonwealth of Independent States (in Russian).
The Concept’s goal is to advance cooperation among the CIS member states in social and labor relations, as well as to develop coordinated approaches to creating a common labor market and regulating labor migration.
The updated Concept notes the need to address the following issues:
- informing citizens about employment opportunities in CIS countries,
- providing pre-departure preparation for persons seeking employment abroad,
- providing the necessary legal, information and advisory support,
- offering financial assistance and social protection;
- verifying whether persons traveling abroad for employment are subject to an entry ban in the country of employment or are wanted internationally;
- using biometric identification mechanisms.
