On May 28, 2026, in Astana, Republic of Kazakhstan, CIS Secretary-General Sergey Lebedev and Chairman of the Board of the Eurasian Economic Commission (EEC) Bakytzhan Sagintayev signed the 2026–2030 Action Plan for the implementation of the Memorandum on Deepening Interaction between the CIS Executive Committee and the Eurasian Economic Commission of November 27, 2018. This is already the fourth plan of jointly implemented activities, which demonstrates the systematic and consistent nature of the partnership between the two organizations. The Plan includes over 80 activities, providing for the exchange of information and experience on issues of mutual interest, mutual participation in events held on each other’s platforms, joint consultations, and the development of priority areas of cooperation.
Special attention is paid to addressing existing barriers to mutual trade, cooperation in trade policy, industry, transport, energy, customs regulation, technical regulation, the application of sanitary, veterinary and quarantine phytosanitary measures, and others.
Furthermore, the focus is on technological development and sustainable growth: the introduction of artificial intelligence technologies, energy-efficient and low-carbon solutions, as well as the implementation of joint steps within the climate agenda.
One of the focal points of joint work is deepening interaction in the development of regulatory legal acts in order to eliminate possible legal conflicts and harmonize legal norms within the CIS and the Eurasian Economic Union.
The implementation of the Plan will not only improve the effectiveness of joint work with the EEC but also elevate cooperation between the CIS and the EAEU to a new level.

The Memorandum on Deepening Interaction between the CIS Executive Committee and the Eurasian Economic Commission provides for cooperation in the fields of customs regulation, traceability and labeling of goods with identification means, public procurement, consumer protection, digital economy, tax policy and administration, foreign trade, competition policy and antitrust regulation, as well as sanitary, veterinary and quarantine phytosanitary measures.
The Memorandum allows representatives of the CIS and EAEU bodies to participate in expert groups meetings held on the platforms of the EEC and the Commonwealth bodies, as well as in advisory bodies meetings under the Commission’s Board and the CIS sectoral cooperation bodies.
