The Council of Heads of Government of the Commonwealth of Independent States held a meeting on September 29, 2025 in Minsk (Belarus) with 15 agenda items focused on economic cooperation within the Commonwealth. The heads of delegations participating were:
- Prime Minister of Azerbaijan Ali Hidayat oglu Asadov;
- Deputy Prime Minister of Armenia Mher Grigoryan (via videoconference);
- Prime Minister of Belarus Alexander Turchin;
- Prime Minister of Kazakhstan Olzhas Bektenov;
- Chairman of the Cabinet of Ministers of Kyrgyzstan Adylbek Kasymaliev;
- Prime Minister of Russia Mikhail Mishustin;
- Prime Minister of Tajikistan Kokhir Rasulzoda;
- Deputy Chairman of the Cabinet of Ministers of Turkmenistan Khodjamyrat Geldimyradov;
- Prime Minister of Uzbekistan Abdulla Aripov;
Secretary-General of the Commonwealth of Independent States Sergey Lebedev.
The participants voiced their positions on current issues of economic cooperation within the CIS. The following documents were adopted:
CIS Scientific and Technological Development Strategy for 2026–2035;
Key Areas of Cooperation between CIS Member States in Forestry and the Forest Industry until 2035;
Digitalization Strategy for Key Multimodal Transport Corridors of the Commonwealth Member States;
Strategy for Cooperation in the Development of the Information Society and Digital Economy until 2035 and the Action Plan for its Implementation;
Agreement on Cooperation to Prevent the Development of Locust Pests;
Concept for Pricing in Construction Activities of CIS Member States and the Action Plan for its Implementation;
Action Plan for the Implementation of the Second Phase of the Framework Program for Cooperation between CIS Member States in the Peaceful Uses of Nuclear Energy until 2030;
Action Plan for the Implementation of the Second Phase of the CIS Economic Development Strategy until 2030.
The action plan for the preparation and implementation of the CIS Year of Healthcare in 2026 was developed.
A range of issues related to the financing of the Joint Air Defense System of the Commonwealth of Independent States, the execution of the unified budget of CIS bodies, and the implementation of the Interstate Program for Improving the Quality of Life of Veterans were also discussed.
The next summit is scheduled for the first half of 2026 in Turkmenistan.

The Council of Heads of Government is the second highest body of the Commonwealth of Independent States. It coordinates cooperation between executive authorities of member states in economic, social, and other areas of common interest. Decisions of the Council of Heads of Government are based on consensus. The Council of Heads of Government meets twice a year; extraordinary meetings may be initiated by one of the member states.
