The heads of state of the Commonwealth of Independent States adopted the Declaration on Cooperation in Ensuring Regional Energy Security at the summit held in Dushanbe on October 10, 2025.
The document serves as a strategic foundation for the development of relations between states in ensuring regional energy security and is focused on combining efforts to maintain balance in this industry amid modern challenges and the changing global environment.
The Declaration respects the inherent sovereignty of all states over their natural wealth and resources and their right to manage them in accordance with their national interests, legislation, and international agreements, as well as the sovereign right of states to independently determine the structure of their fuel and energy complexes.
The document defines the common goals of cooperation in regional energy security, including the protection of the economy and population from economic, man-made, social, foreign policy, natural, and cyber threats by meeting domestic and external demand for energy resources, guaranteeing a reliable and sustainable supply of standard-quality energy resources and energy services to consumers, ensuring the efficient and rational use of energy resources, and achieving maximum resilience of the fuel and energy sector to negative internal and external factors.
The adoption of the Declaration will facilitate the development of common approaches to creating conditions that ensure maximum assistance in guaranteeing and maintaining energy security in the CIS member states.
