The Tavrichesky Palace in St. Petersburg hosted a plenary session of the Commonwealth Intellectual Code international scientific and educational congress on October 30, 2025.
CIS Secretary-General Sergey Lebedev sent a greeting to the participants and organizers, which was read out during the plenary session by Mikhail Myskin, Director of the CIS Executive Committee Department for Economic Cooperation:
“Dear participants and guests of the congress!
On behalf of the Executive Committee of the Commonwealth of Independent States, I extend my warm greetings to you at the Commonwealth Intellectual Code Сongress, the international scientific and educational forum of the CIS Member States, taking place in St. Petersburg – a city with profound cultural and scientific traditions.
From its very inception, the Commonwealth of Independent States has placed special emphasis on cooperation in education and science. In 1997, the Concept for the Formation of the Common Educational Space of the CIS was approved, laying the foundation for a long-term cooperation among our countries in the humanitarian sphere. At that time, our nations faced the task of preserving the continuity of scientific schools and academic ties, uniting generations and countries.
Today we use this foundation to construct a new architecture of interaction that meets modern challenges, digital transformation, and the demand for sustainable development. Facilitating the growth of intellectual potential, training a new generation of personnel, and expanding academic mobility are not only priorities of national education systems but also the basis for the common scientific and educational space of the Commonwealth.
The Commonwealth Intellectual Code Congress is a natural continuation of this systematic work. It brings together leading representatives of the scientific and educational communities, government bodies, expert centers, and businesses. Here are the people shaping the intellectual policy of our countries – those who set the direction for the development of education, science, and innovation across the Commonwealth. Such a wide range of participants allows for a comprehensive examination of issues – from personnel training to innovation implementation and the development of international partnerships.
It is important that the congress is not limited to theoretical discussions. Its goal is to define practical steps for strengthening the common scientific and educational space of the states, to create conditions for the implementation of joint programs and projects aimed at technological progress, experience exchange, and support for talented youth.
The Commonwealth of Independent States views humanitarian cooperation as the foundation for sustainable development. And it is precisely initiatives like today’s congress that give it concrete content, filling it with live contacts and mutual support.
I am confident that the work of the congress will contribute to strengthening trust and partnership among the CIS Member States, and its results will serve to develop education, science, and innovation for the benefit of our peoples.
I wish the participants efficient and constructive work, and successful implementation of joint initiatives and projects!”
The congress was organized by the Interparliamentary Assembly of the CIS Member States and the Federation Council of the Federal Assembly of the Russian Federation.
