CIS Deputy Secretary-General D.Trefilov Addresses 13th Meeting of CIS Security Secretaries Council

The 13th meeting of the CIS Security Secretaries Council took place in Moscow on November 5, 2025. CIS Deputy Secretary-General Denis Trefilov addressed the participants with a welcoming speech.

 

Deputy Secretary-General elaborated on the outcomes of the October meetings of the Commonwealth's supreme bodies in Dushanbe, which paid close attention to strengthening security, peace, and good-neighborliness. “First and foremost”, he noted, “our countries’ leaders established the “Commonwealth of Independent States Plus” format as a platform for cooperation between CIS Member States and other states, their associations, and international organizations interested in establishing interaction with the Commonwealth in areas of mutual interest”.

In this regard, it is symbolic that the Summit decided to grant the Shanghai Cooperation Organization the status of an Observer at the Commonwealth of Independent States.

The Heads of State also adopted a Joint Statement on Cooperation in Combating Transnational Crime, expressing their commitment to expanding interaction in the law enforcement sphere and building effective mechanisms to counter terrorism and extremism. The text of the statement is planned to be distributed at the United Nations and other international organizations.

These decisions confirm the openness of the Commonwealth of Independent States to an equal dialogue and its focus on strengthening and expanding cooperation with interested states and international organizations.

“Furthermore, the Military Cooperation Concept of the CIS Member States until 2030 was approved, along with the Programmes for Cooperation in Countering Terrorism and Extremism for 2026–2028 and in Strengthening Border Security on the External Borders until 2030. These documents define the activities of our special services and law enforcement agencies for the medium term”, emphasized Denis Trefilov.

The agenda of today’s meeting includes consideration of the development of humanitarian and educational cooperation within the Commonwealth.

“We hope that the results of the joint work of law enforcement and humanitarian experts will be widely implemented in practice and will form the basis for coordinated approaches aimed at reducing the involvement of our countries’ populations, especially youth, in destructive ideological movements”, said CIS Deputy Secretary-General. He also expressed confidence that “the annual meetings make it possible to assess the results of cooperation among the CIS Member States in the security sphere and determine the vectors for interaction in the near future”.
