The CIS Observer Mission Begins Work in Kyrgyzstan

At the invitation of the Kyrgyz Republic, the CIS Observer Mission has begun monitoring the preparations for and conduct of the early parliamentary elections in Kyrgyzstan. On November 10, 2025, as part of the Mission's opening ceremony, the Head of the CIS Observer Mission, First Deputy Secretary General of the CIS Igor Petrishenko, met with the Chairman of the Central Commission for Elections and Referendums of the Kyrgyz Republic, Tynchtyk Shainazarov to discuss the progress of the election campaign and the organization of the Mission's activities.

 

The CIS First Deputy Secretary General emphasized that the Mission organizes its work on the principles of political neutrality and non-interference in the electoral process and the internal affairs of the state. The Mission's assessments are represented solely on its own observations, the official information, and factual data provided by electoral bodies and authorized government agencies.

Igor Petrishenko stated that the Mission will consist of approximately 150 members, 10 of whom will be long-term observers. They will hold personal meetings with the leadership of political parties, parliamentary candidates, and official representatives of government agencies. The final observation document will be based on the findings of long-term and short-term observers.

Tynchtyk Shainazarov, in turn, spoke about the ongoing reform of Kyrgyzstan's electoral system, emphasizing that new approaches expand citizens' opportunities to exercise their constitutional right to elect. International observers were shown the operation of remote voting equipment and the voting process itself. In conclusion, the Chairman of the Central Election Commission noted that the activities of the CEC and lower-level electoral commissions will be transparent, and that commission members are open to cooperation with international observers.

On the same day First Deputy Secretary-General of the Commonwealth of Independent States Igor Petrishenko met with the Chairman of the Cabinet of Ministers of the Kyrgyz Republic and Head of the Presidential Administration of the Kyrgyz Republic Adylbek Kasymaliev.

Igor Petrishenko also discussed the progress of the election campaign with First Deputy Minister of Foreign Affairs of Kyrgyzstan A.K. Isaev.

On November 11, 2025 the Head of the CIS Observer Mission visited district election commissions in Bishkek, where he get acquainted in detail with the progress of preparations for the elections.

Igor Petrishenko expressed confidence that the results of the election campaign will contribute to the further development of democratic institutions and the improvement of electoral practices in the Kyrgyz Republic.

On October 11, 2025 the CIS Permanent Plenipotentiary Representatives Council approved the candidacy of Igor Petrishenko, First Deputy Secretary-General of the Commonwealth of Independent States, to head the CIS Observer Mission for the early elections of deputies to the Jogorku Kenesh of the Kyrgyz Republic, scheduled for 30 November 2025.
