67th Meeting of CIS Electric Power Council Held in Dushanbe

The 67th meeting of the CIS Electric Power Council took place in Dushanbe on November 20, 2025. The event brought together heads of electric power authorities and power companies from the Commonwealth member states.

 

Daler Juma, Minister of Energy and Water Resources of the Republic of Tajikistan, and Yevgeny Grabchak, Deputy Minister of Energy of the Russian Federation, opened the meeting.

CIS Deputy Secretary-General Denis Trefilov addressed the participants with a welcoming speech.

In his address, Denis Trefilov emphasized the significance of establishing the “CIS Plus” format as a platform for cooperation with third countries and the adoption of the Declaration on Cooperation in Regional Energy Security. To advance the Declaration, Denis Trefilov proposed concrete steps, including the development of a Concept for Cooperation in Energy Security and the preparation of a Strategy for the Development of the Fuel and Energy Complex of the CIS Member States until 2050.

During the Council meeting, participants discussed a wide range of issues, including the development of cooperation mechanisms between the CIS and the SCO in the electric power sector, calculating the carbon footprint of nuclear power plants, and the progress in coordinating the Fuel and Energy Complex Development Strategy.

The next meeting of the CIS Electric Power Council is scheduled for April 2026 within the framework of the Kazan International Electric Power Forum “Energoprom”.

The CIS Electric Power Council is a Commonwealth of Independent States branch body. The Council was created by the Intergovernmental Agreement on coordination of interstate relations in the CIS electric power industry of February 14, 1992. The Council in its activities is guided by the Charter of the Commonwealth of Independent States, international treaties within the CIS, as well as the Decisions of the CIS Heads of State Council and the Heads of Government Council. The Council meets at least twice a year.

The working body of the Council is the Executive Committee of the CIS Electric Power Council.

The main tasks and functions of the Council include:

– development of proposals on the principles and directions of integration of the CIS Member States in the field of the electric power industry, including collective energy security;

– regulation of technical rules for parallel operation of electric power systems of the CIS Member States;

– assistance to the CIS Member States in the unification and harmonization of regulatory legal acts in the field of electric power, etc.
