On November 20, 2025, the 47th session of the Council on Aviation and Airspace Use was held at the Interstate Aviation Committee (IAC). The meeting agenda featured 11 items.
Delegates of the aviation administrations of states party to the Agreement on Civil Aviation and Airspace Use from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, as well as representatives from the Interstate Aviation Committee and the CIS Executive Committee attended the meeting.
Deputy Secretary-General of the CIS Ilkhom Nematov delivered a welcoming address on behalf of the CIS Executive Committee. He stressed the important role of civil aviation in advancing integration processes within the CIS and commended the work of the Council and the Interstate Aviation Committee in this area.
The Council agreed the draft Memorandum on the Development and Use of Unmanned Aircraft Systems and the draft Plan of Priority Measures for implementing the Concept for Harmonizing National Air Traffic Management Systems. The measures outlined in the documents are aimed at harmonizing national air navigation systems to enhance the safety of civil aviation flights and the economic efficiency of airspace use by the CIS member states.
The IAC also considered options for implementing the Concept for the Creation of a Common Information Space for the Exchange of Flight Safety Data and the Investigation of Aviation Accidents and Incidents. Following the discussion was decided to continue working on developing the technical specifications and financial and technical justification for implementing this Concept.
At the Council session, the IAC’s Rules for the Investigation of Aircraft Accidents and Incidents Involving Civil Aircraft of the States Parties to the Agreement were presented. The Council recommended adopting these Rules as a model for the development of national regulations in this area for the States Parties to the Agreement.
The Council approved a new version of the Council’s Rules of Procedure on Aviation and Airspace Use and documents concerning the financing of the IAC's activities in 2026.
Given the relevance of the development of unmanned aircraft systems, the Council decided to establish a Coordination Commission on Remotely Piloted Aircraft Systems, which will operate within the IAC.
The next session of the Council is scheduled for 23-24 April 2026 in Dushanbe, Republic of Tajikistan.
