The 36th meeting of the Council for Youth Affairs of the Commonwealth of Independent States Member States took place in Astana on November 20, 2025.
The event brought together representatives from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, as well as the Commonwealth’s basic organizations for youth affairs, youth entrepreneurship development, volunteer movement development, scientific and methodological support of youth volunteer activities, and the CIS Executive Committee.
The meeting addressed 12 agenda items, including the implementation of action plans for the Strategy of International Youth Cooperation and the Concept for Developing Cooperation of CIS Member States in Supporting Youth Volunteer Movements.
Council members also reviewed the implementation of the Action Plan for preparing and celebrating the 80th anniversary of Victory in the Great Patriotic War of 1941-1945 in the Commonwealth of Independent States in 2025. It was noted that CIS countries had conducted a comprehensive set of youth events dedicated to the Victory anniversary, including concert programs, festivals, theatrical performances, memorial evenings, patriotic contests, remembrance lessons, seminars, conferences, and round tables on countering historical falsification and the spread of neo-Nazi ideas among youth.
A report on state youth policy in the Republic of Kazakhstan was presented. Council members acknowledged the developed infrastructure and implementation mechanisms of state youth policy in Kazakhstan, particularly the development of republican, regional, and local programs aimed at youth support, systematic support for youth organizations, and the provision of grants and awards to support youth projects, scientific research, and creative initiatives.
The meeting summarized the results of implementing the International Youth Project “100 Ideas for the CIS” in 2024-2025 and approved the Council’s Work Plan for the upcoming year.
Discussions included preparations for the 1st CIS Volunteers Forum, progress on preparing an analytical compilation for the 20th anniversary of the Council’s activities, and materials for the exhibition “CIS for Youth. Youth for CIS” at the CIS History Museum.
Additionally, Council members reviewed the implementation of the International Project “Youth Capital of the CIS” in 2025, which took place in Gabala, Azerbaijan, and approved the draft Plan for implementing the International Project “Youth Capital of the CIS” in 2026 in Kapan, Republic of Armenia.
