Regular Meeting of CIS Council of Permanent Plenipotentiary Representatives Held in Minsk

A regular meeting of the Council of Permanent Plenipotentiary Representatives of the CIS Member States to the Charter and Other Commonwealth Bodies was held in Minsk on November 25.

 

The Permanent Representatives discussed the activities of the Interstate Council for Geodesy, Cartography, Cadastre, and Remote Sensing of the Earth for the period 2021–2024. A report on this matter was delivered by the Co-Chairman of the Interstate Council, Head of the Federal Service for State Registration, Cadastre, and Cartography of the Russian Federation (Rosreestr), Oleg Skufinskiy

The members of the Council of Permanent Plenipotentiary Representatives took note of the information on the activities of the Council of Heads of Security Agencies and Special Services of the CIS Countries. The Council participates in implementing provisions and developing draft cooperation programs on combating terrorism and other violent manifestations of extremism, interstate programs of joint measures to combat crime, cooperation programs in strengthening border security, as well as in preparing draft cooperation programs in the field of deradicalization.

The Permanent Representatives were also briefed on current issues of the subject-matter jurisdiction of the Economic Court of the Commonwealth of Independent States. According to the Chairman of the CIS Economic Court, German Nurbayev, the Economic Court deals with the interpretation and application of provisions of agreements and other regulatory acts adopted within the Commonwealth and its institutions. This interpretation is carried out when making decisions on specific cases, as well as in response to inquiries from the supreme state authorities and administrations of the member states, CIS institutions, and supreme courts resolving economic disputes in their respective countries.

The CIS Economic Court has received 118 requests for interpretation. Supreme state authorities and administrations have applied 13 times, supreme courts – 13 times, and ministries and departments of states authorized by their governments to apply to the CIS Economic Court have submitted 9 requests for interpretation. CIS bodies have sought interpretation 87 times, with the CIS Executive Committee being the applicant in 47 of these requests.

The next meeting of the Council of Permanent Plenipotentiary Representatives of the CIS Member States to the Charter and Other Commonwealth Bodies is scheduled for December 23.
