CIS Secretary-General Sergey Lebedev: New Security Challenges Require Maximum Utilization of Commonwealth Scientific Potential and Preserving Unity

A military-scientific conference dedicated to the topic “Applied Aspects of Scientific Activity in the Field of State Defense and Security” opened in Minsk on November 26.

Delegation from the CIS Executive Committee led by Yevgeny Klemez, Director of the Security Cooperation Department, attended the event. Sergey Klemez delivered a greeting to the forum participants and organizers on behalf of CIS Secretary-General Sergey Lebedev.

The greeting noted that the architecture of international security is undergoing fundamental changes. This is particularly evident now – at a stage of pivotal transformation, when international institutions are losing effectiveness and the force component is becoming a determining argument in interstate relations.

“The primary functions of practical regional security provision in the post-Soviet space are carried out by the CIS, CSTO and SCO, which possess a substantial history of cooperation and have the necessary capabilities to strengthen the interstate system of protection against new challenges and threats”, – stated the greeting.

According to Sergey Lebedev, the current international situation was characterized with utmost precision at the recent meeting of the CIS Heads of State Council in Dushanbe. The leaders noted that in the context of tectonic geopolitical processes worldwide, Eurasia is acquiring the status of one of the most important political and economic centers of the multipolar world.

The meeting approved the Concept of the CIS Member States Military Cooperation until 2030. It defines the goals, principles, key tasks, mechanisms, and main directions of interaction among the Commonwealth states in the military sphere for the medium term.

Sergey Lebedev noted that basic research organizations make a significant contribution to developing military-scientific cooperation within the framework of the Commonwealth Council of Defense Ministers. These organizations conduct applied military research aimed at substantiating promising directions for the development and improvement of joint military systems operating within the CIS format.

“In the interests of systematizing joint research activities of defense ministries, the Research Institute of the Armed Forces of the Republic of Belarus is working to consolidate information on conducted research concerning military security issues. This should subsequently contribute to adjusting the practical focus of multilateral military cooperation”, – affirmed the CIS Secretary-General.

He also emphasized that cooperation in the field of military science, which prioritizes scientific forecasting of potentially possible military dangers and threats, will contribute to developing proposals for coordinating joint efforts to preempt and neutralize them.

“It is obvious that new challenges and threats require the maximum utilization of the scientific potential of the Commonwealth states. It is crucial to preserve unity in defending common interests and the readiness to take preemptive measures, including the sphere of military self-sufficiency”, – stressed Sergey Lebedev.
