The 108th meeting of the CIS Economic Council was held in Moscow on December 5, 2025, addressing a wide range of issues concerning economic cooperation among the CIS member states. The meeting was opened and chaired by Chairman of the CIS Economic Council, First Deputy Prime Minister of the Republic of Tajikistan Hokim Kholiqzoda.
The meeting was attended by the following heads of delegations:
– First Deputy Prime Minister of the Republic of Azerbaijan Yagub Eyubov;
– Deputy Prime Minister of the Republic of Belarus Natalya Petkevich;
– Deputy Chairman of the Government of the Russian Federation Alexey Overchuk;
– Deputy Prime Minister – Minister of Economy and Finance of the Republic of Uzbekistan Jamshid Kuchkarov;
– Permanent Plenipotentiary Representative to the Charter and Other CIS Bodies, Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the Republic of Belarus Razmik Khumaryan;
– Plenipotentiary Representative of the Republic of Kazakhstan in the Commission on Economic Issues under the CIS Economic Council Beketzhan Zhumakhanov;
– Plenipotentiary Representative of the Kyrgyz Republic in the Commission on Economic Issues under the CIS Economic Council Ulukbek Karmyshakov;
– Counsellor at the Embassy of Turkmenistan in the Russian Federation Batyr Berdyev;
– CIS Secretary-General Sergey Lebedev.
During the meeting, the draft Concept for Aligning Major Transport Corridors Passing through the Territories of the CIS Member States, developed at the initiative of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, was considered. Information on the project was presented by Deputy Minister of Transport of the Republic of Kazakhstan Zhanibek Taizhanov. The main goal of the draft Concept is to create integrated transport system that ensures safe, fast and efficient movement of goods. The participants noted that the implementation of this Сoncept will significantly reduce logistics costs and increase the competitiveness of regional routes.
Chairman of the CIS Interstate Statistical Committee Konstantin Laykam informed the Economic Council members about the implementation of the “Development of CIS Statistics” project. As part of the project, a Unified Information and Analytical System, accessible to a wide range of users, has been created and put into pilot operation. The extensive volume of data contained in the “CIS Statistics” and “International Statistics” modules enables meaningful analysis of the socio-economic situation in our countries and abroad and, consequently, effective decision making at governmental level.
Acting Chairman of the Directorate of the CIS Railway Transport Council Sergey Solozhenkin reported on the activities of the Council from 2020 to the first half of 2025. The Council’s efforts are aimed at:
– preparing coordinated proposals on priority areas for railway transport development;
– preserving the technological unity of the railway network
– ensuring coordinated development of the “1520 space” railway infrastructure;
– organizing the joint use of cargo cars and containers;
– developing a common information space;
– conducting a coordinated tariff policy in international traffic.
Also during the meeting, the draft Strategy for MICE (Meetings, Incentives, Conferences, Exhibitions) Activities of the Commonwealth of Independent States until 2030 was approved. It was presented by the Chairman of the CIS Interstate Council for Exhibition, Fair and Congress Activities, Director General of JSC “Exhibition of Achievements of National Economy” (VDNKh) Sergey Shogurov. The document defines prospective tasks for the comprehensive development of competitive MICE industries in the Commonwealth states until 2030 and ways to achieve them.
The Economic Council members approved the Plan of Events Dedicated to the 35th Anniversary of the Commonwealth of Independent States. It comprises five sections, covering over 30 important and significant events aimed both at developing cooperation betwen the CIS member states and at strengthening and promoting the Commonwealth as a whole.
Furthermore, the Economic Council members approved the Plan of Measures for Implementing the Agreement on Interaction of the CIS Member States in Exchanging Radiation Monitoring Data dated June 8, 2023. The document aims to address tasks related to ensuring nuclear and radiation safety by exchanging radiation monitoring data, analyzing, and forecasting the radiation situation on the territories of the Agreement’s member states. The adoption of the document will enhance the timeliness and effectiveness of joint control.
By a decision of the Economic Council, the Comprehensive Set of Measures for Developing and Stimulating the Use of Natural Gas as a Motor Fuel for Vehicles of the CIS Member States until 2030 was approved. The set of measures provides for:
– stimulating demand for natural gas vehicle fuel;
– improving provisions of the current legal regulation;
– implementing measures aimed at increasing the attractiveness of acquiring and operating natural gas vehicle technology etc.
The participants of the meeting approved the Plan of Measures for Implementing the Strategy for Developing Hydrometeorological Activities of the CIS Member States for 2026–2030. The adoption of the Plan envisages further strengthening and expanding international cooperation in the field of hydrometeorology.
The next, 109th, meeting of the CIS Economic Council was decided to be held on April 3, 2026, in Moscow at the International Trade Centre, traditionally combining it with the spring CIS International Economic Forum “35 Years of CIS: Development of the Greater Eurasian Partnership”.
