The 28th meeting of the Council of Heads of Authorized Bodies for Regulating Securities Markets of the CIS Member States was held in Moscow on December 16, 2025.
The meeting was attended by representatives from:
– Azerbaijan;
– Armenia;
– Belarus;
– Kazakhstan;
– Kyrgyzstan;
– Russia;
– Tajikistan;
– Uzbekistan;
– the CIS Executive Committee;
– Baku Stock Exchange;
– Moscow Exchange.
PJSC Moscow Exchange Managing Director Boris Blokhin delivered a welcoming address to the attendee, thanking the Council members and colleagues from the CIS securities market for the established joint work of exchanges and securities market regulators in the CIS countries.
The meeting participants informed about the most notable events that occurred in the CIS member states in the field of securities markets in the current period, noting that active work is underway in the Commonwealth states on coordinating the activities of CIS countries in the financial and economic sphere, improving mechanisms for issuing and circulating securities, and converging stock market regulation standards.
Director of the CIS Executive Committee Economic Cooperation Department Mikhail Myskin informed the meeting participants about the economic situation in the CIS member states and the related tasks facing the Council.
During the Council meeting, information was heard on the legislation of the CIS member states regulating virtual assets (digital rights) and on avoiding double taxation of operations by professional financial market participants.
As part of the meeting, the creation of a working group was approved, with the goals of developing a unified information exchange system in the field of combating illegal activity and preparing a consolidated analysis on expanding investment instruments: securitization, sukuk, and sustainable finance.
A decision was made to prepare the Report “On the Practice of Harmonizing the Legislation of the CIS Member States Regulating the Procedure, Practice, and Specifics of Taxation in the Securities Market” and to submit it for consideration by the CIS supreme bodies.
The next Council meeting is scheduled for the first half of 2026.
