CIS Secretary-General Sergey Lebedev Participates in Second Meeting of Seventh All-Belarusian People's Assembly

The second meeting of the VII All-Belarusian People’s Assembly is being held in Minsk on December 18 and 19, 2025.

 

Delegates from all regions of Belarus – representatives of the legislative, executive, and judicial branches, local councils of deputies, and civil society – have gathered at the Palace of the Republic as participants of the forum. The CIS Executive Committee delegation at the forum is led by CIS Secretary-General Sergey Lebedev.

On the first day of the Assembly’s work, President of the Republic of Belarus Alexander Lukashenko addressed the Belarusian people and parliament. In his address, he noted that Belarus has met the export target set for the current five-year period despite sanctions.

He stated that Belarus has preserved and enhanced a strong real sector of the economy without squandering or dissipating its Soviet-era legacy. In the global industrial competitiveness ranking, the country holds the 56th position among one and a half hundred states.

On the second day of the second meeting of the VII All-Belarusian People's Assembly, its delegates are to approve the Program of Socio-Economic Development of Belarus for 2026-2030. Among the priorities outlined in the new document are:

– demographic security;

– youth policy and human capital formation, including education;

– creating comfortable living conditions and decent working conditions;

– developing the digital economy, robotics, automation;

– forming strong regions, and ensuring peace and security.

Other items on the agenda of the second meeting of the VII All-Belarusian People’s Assembly include the election of a member of the Assembly's Presidium. Furthermore, personnel matters concerning the Constitutional Court and the Supreme Court (which are now within the Assembly’s competence) will be considered for the first time.

The first meeting of the VII All-Belarusian People’s Assembly was held in April 2024, and in its new status – as a constitutional body determining the strategic directions of societal and state development, ensuring the inviolability of the constitutional order, continuity between generations, and civil accord.
