A regular meeting of the CIS Council of Permanent Plenipotentiary Representatives took place in Minsk on December 23, 2025.
The main topic of the meeting was summarizing the results of the chairmanship of the Republic of Tajikistan in the Commonwealth of Independent States in 2025. The Chairperson of the Council, Permanent Plenipotentiary Representative of the Republic of Tajikistan to the Charter and Other CIS Bodies, Ambassador of Tajikistan to Belarus Bakhtovar Safarzoda, delivered a report on this matter.
He noted that Tajikistan’s chairmanship in 2025 was an important stage in strengthening multilateral cooperation and integration processes within the Commonwealth of Independent States.
He stated that key documents were adopted in the economic sphere:
– Action Plan for implementing the second stage of the CIS Economic Development Strategy for 2026–2030;
– Concepts for Developing Industrial Cooperation and Cooperation in the Light Industry;
– Agreement on Developing Heavy Industry Sectors.
Energy and transport spheres were boosted by:
– Declaration on Cooperation in Ensuring Regional Energy Security;
– Concept for Harmonizing Air Traffic Management;
– Strategy for Digitalizing Key Multimodal Transport Corridors of the CIS.
Priority attention was given to security issues. The following important documents were adopted:
– Programme for Strengthening Border Security on the CIS External Borders for 2026–2030;
– Military Cooperation Concept until 2030;
– Programme for Cooperation of the CIS States in Countering Terrorism and Extremism for 2026–2028;
– Joint statements on combating transnational crime, money laundering, and terrorist financing.
According to Bakhtovar Safarzoda, environmental interaction was of particular significance. The International Conference on Glacier Preservation was held in Dushanbe in 2025.
Humanitarian cooperation developed across a wide spectrum of areas – culture, science, education, youth policy, sports, and tourism.
The Permanent Representatives also:
– summarized the Council’s work over the year;
– heard the report regarding the implementation of the CIS Free Trade Area Agreement provisions;
– studied the Analytical Note on the progress in implementing the Action Plan for the Concept for the Further Development of the CIS.
– approved the Schedule of Reports on the Activities of CIS Sectoral Cooperation Bodies at meetings of the Council, the Economic Affairs Commission under the CIS Economic Council, and the CIS Economic Council for 2026–2027.
– considered proposals for the draft agenda of the next meeting of the CIS Foreign Affairs Ministers Council.
The Head of the Mission, CIS First Deputy Secretary-General Igor Petrishenko, informed the diplomats about the results of the CIS Observer Mission’s work at the early elections of deputies to the Jogorku Kenesh (the Parliament) of the Kyrgyz Republic, held on November 30, 2025.
The next meeting of the CIS Council of Permanent Plenipotentiary Representatives is planned for January 27, 2026.
