Transport Cooperation within the CIS

Cooperation in the field of transport is one of the most actively developing areas within the Commonwealth of Independent States (CIS). Its advancement is entrusted to a number of specialized cooperation bodies:

  • The Coordinating Transport Meeting – regulates interaction in maritime, road, and inland water transport, and is responsible for addressing general transport issues in the CIS member states in cooperation with other CIS transport bodies.
  • The Interstate Council of Road Builders – an intergovernmental coordinating body for cooperation among states in the design, construction, reconstruction, and operation of highways, and the improvement of road networks and structures.
  • The Council on Aviation and Airspace Use – a collegial body that develops a common position of aviation authorities on acute or key issues of air transport activity and has the authority to resolve disputes in air communication between CIS states.
  • The Council on Railway Transport – a specialized cooperation body of railway administrations that coordinates the work of railway transport in CIS member states at the interstate level to develop agreed principles of operation and ensure efficient functioning.

As part of its CIS chairmanship in 2026, Turkmenistan has identified strengthening transport interconnectivity as one of the most important areas for the Commonwealth’s development.
