On February 13, 2026, the Agreement on Cooperation of the Commonwealth of Independent States Member States in Developing Heavy Engineering Industries, signed on June 5, 2025, in Dushanbe, entered into force.
The document emphasizes:
- developing cooperation in new technological areas;
- ensuring the modernization of production technologies;
- creating and facilitating the functioning of production chains that facilitate increased production and export volumes of innovative, competitive, and knowledge-intensive products with a high share of added value, including those oriented toward export to third countries.
The main areas of joint activity include:
- innovative development and modernization of heavy engineering technologies and equipment;
- expansion of engineering industries that develop and manufacture machinery, equipment, and hardware for the metallurgical, mining, energy, oil and gas, and chemical industries, as well as the manufacture of large-sized metal structures and products;
- training of highly qualified personnel for these purposes.
The Agreement is expected to create conditions for interaction among the CIS member states to expand interstate cooperation in industrial policy for the further development of heavy engineering industries under modern conditions.

The Agreement was developed by the Republic of Tajikistan. The need for its preparation was driven by economic feasibility, increasing technological capabilities, and the need to unite the efforts of state authorities, industrial enterprises, and sectoral scientific organizations of the Commonwealth states to support manufacturers in a competitive environment, promote their products, and introduce new scientific and technical achievements into the industrial sector of the CIS member states.
