CIS Observer Mission Commences Monitoring of Preparation and Conduct of Referendum on New Constitution of Kazakhstan

Based on an invitation from the Republic of Kazakhstan, the CIS Observer Mission and its Headquarters began monitoring the preparation and conduct of the national referendum on the new Constitution of the Republic of Kazakhstan on February 24, 2026.

 

On the same day, Head of the CIS Observer Mission Headquarters Evgeny Kozyak, met with Chairman of the Central Election Commission of Kazakhstan Nurlan Abdirov. The parties discussed issues related to the republican referendum.

The Head of the Mission Headquarters noted that this is the 133rd CIS Observer Mission in elections and referendums in the Commonwealth member states and the 19th in the Republic of Kazakhstan. Evgeny Kozyak emphasized that the Kazakh side has ensured constructive interaction with the Mission during all election campaigns, providing all necessary information on the preparation and conduct of elections and referendums.

The Chairman of the Central Election Commission elaborated on the process of preparing the draft new Constitution of the Republic of Kazakhstan, its discussion, and its submission to a national vote.

Nurlan Abdirov informed about the activities of the referendum commissions in organizing training for their members, clarifying the lists of citizens eligible to participate in the referendum, and informing citizens about the progress of its preparation. He noted that the activities of the referendum commissions would be transparent, and the commission members are open to cooperation with international observers.
