CIS Long-Term Observers at Referendum in Kazakhstan Visit Several Territorial and Precinct Election Commissions

On February 27-28, 2026, long-term observers from the Commonwealth of Independent States visited Karaganda Region and the city of Almaty in order to watch the work of territorial and precinct referendum commissions.

The heads of the commissions informed the CIS observers about the activity in forming the commissions, information support for the referendum campaign, and measures to create conditions for voting by citizens with disabilities.

Particular attention was paid to work with the lists of citizens eligible to participate in the referendum. Members of precinct commissions have begun door-to-door visits, delivering personal invitations to citizens to participate in the voting.

The CIS observers note the active work carried out by the Central Referendum Commission of the Republic of Kazakhstan in training the staff of lower-level commissions.

The members of the Mission Headquarters attended several training sessions for the leadership of referendum commissions. The relevance of the issues addressed and the comprehensiveness of their coverage were noted.

Representatives of the CIS Observer Mission also participated in a seminar-meeting on issues of organizing and conducting the referendum in Karaganda Region. At the meeting, the regional leadership, territorial referendum commissions, prosecutor’s office, Ministry of Internal Affairs, and Ministry of Emergency Situations elaborated on the work being carried out by their departments to ensure conditions for the nationwide vote on March 15.
