On Results of Activities of CIS Sectoral Cooperation Bodies in Security Sphere in 2025

Within the framework of the Commonwealth of Independent States, 16 sectoral cooperation bodies operate in the security sphere:

  • CIS Coordination Council of Prosecutors General;
  • CIS Coordination Council of Heads of Tax (Financial) Investigation Bodies;
  • CIS Coordination Council in the Sphere of Forensic Expert Activity;
  • CIS Interstate Council for Countering Corruption;
  • CIS Interstate Council on Geodesy, Cartography, Cadastre and Remote Sensing of the Earth;
  • CIS Interstate Council for Emergency Situations of Natural and Technogenic Character;
  • CIS Interstate Council for Industrial Safety;
  • CIS Interstate Ecological Council;
  • CIS Interstate Hydrometeorology Council;
  • CIS Defense Ministers Council;
  • CIS Border Troops Commanders Council;
  • CIS Ministers of Internal Affairs Council;
  • CIS Heads of Security and Intelligence Agencies;
  • CIS Heads of Migration Bodies Council;
  • CIS Heads of Financial Intelligence Council;
  • CIS Heads of Penitentiary Services Council;

and 3 specialized bodies:

  • CIS Anti-Terrorism Center;
  • Bureau for Coordination of Combating Organized Crime and Other Dangerous Types of Crimes in the Territory of the Commonwealth of Independent States Member States;
  • Joint Commission of the Agreement on Cooperation of the CIS Member States in Combating Illegal Migration.

The activities of these bodies were carried out on a planned basis in close interaction with the CIS Executive Committee (Department for Cooperation in the Security Sphere).

In 2025, 20 meetings were held.

Interaction between the bodies has been established and is developing, facilitated by joint participation in the implementation of interstate targeted cooperation programmes in the sphere of security.

Overall, the activities of the CIS bodies in this sphere in 2025 were aimed at:

  • ensuring stability in the Commonwealth;
  • countering common challenges and threats;
  • strengthening the rule of law and order, and mutual legal assistance, which contributed to the development of the Commonwealth through the creation of a safe environment for economic and humanitarian cooperation;
  • enhancing the authority of the CIS in the international arena.
