The foundation for interaction among national defense agencies was laid on February 14, 1992, when the CIS Heads of State Council established the CIS Defense Ministers Council.
Today, military partnership, alongside joint and coordinated activities in the economic, political, legal, and socio‑humanitarian spheres, constitutes an important component of multilateral cooperation and remains a matter of constant attention from the leaders of the Commonwealth countries.
Interaction in the military sphere is designed to combine efforts to strengthen national military capabilities for effective protection of the sovereignty and national security of the CIS member states. The existing system of military partnership, which is fundamentally not directed against third countries, is multi‑format, non‑bloc, and open in nature. Formed on the basis of sovereign equality and voluntary participation, this system operates in accordance with the real needs of the national armed forces and the interests of each participating state. At the same time, the measures taken are aimed primarily at strengthening confidence, increasing the interoperability of the armed forces, and jointly countering contemporary challenges and threats.
Military cooperation within the CIS includes:
- coordination in the field of defense policy;
- joint exercises;
- exchange of experience and information;
- personnel training;
- cooperation in the military‑technical sphere.
The foundation of this interaction is the activity of the CIS Defense Ministers Council and its working bodies. It serves as a unique platform that makes it possible to harmonize national and collective interests of the Commonwealth countries and to build a common architecture of relations among defense agencies in a spirit of partnership.
Military maneuvers of the CIS member states are the key instrument for the practical implementation of agreements in the field of defense and security.
In addition to interaction in various areas, such as the development of joint military systems and the field training of troops, the most important element of military cooperation within the Commonwealth is military‑patriotic education, which plays a key role in the formation of the individuality.
