Head of Rosreestr Oleg Skufinsky Presents Results of CIS Geoportal Creation Project at CIS Economic Council Meeting

At the 109th meeting of the CIS Economic Council, held in Moscow, Head of Rosreestr Oleg Skufinsky delivered a report on the progress of implementing the Interstate Cooperation Programme of the CIS Member States in the field of geodesy, cartography, spatial data, geoinformation technologies, remote sensing of the Earth, cadastral registration and registration of rights to real estate for the period up to 2026.

The Programme includes a set of activities consisting of three subprogrammes. Under the first subprogramme, a joint project to create the CIS Geoportal was implemented.

As part of the first phase of the Geoportal, users gained access to open spatial data for the territories of Belarus, Kyrgyzstan, and Russia. In 2026-2027, other Commonwealth countries participating in the project (Armenia, Kazakhstan, Tajikistan and Uzbekistan) will be gradually connected to the platform.

Oleg Skufinsky noted that the Geoportal is planned to serve as the basis for creating a Digital Atlas of the CIS, which will allow obtaining the necessary open spatial data of the Commonwealth, organized by topic, in just a few clicks.

The Head of Rosreestr also reported that under the second subprogramme of the Interstate Programme, together with colleagues, an exchange of best practices and scientific-technical cooperation has been ensured within the framework of the projects "CIS Spatial Data Infrastructure (SDI)", "CIS Geodesy", "CIS Cartography", and three strategic sessions on the development of the activities of the sectoral Interstate Council and the CIS Geoportal have been held. This has made it possible to jointly analyze the current state of the industries and prepare relevant proposals for their development in the Commonwealth countries.

The third subprogramme ensures the development of the education system and human resource capacity of CIS member states in the fields of geodesy, cartography, cadastral surveys, spatial data, and geoinformation technology. 689 specialists from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan have already completed training in higher and continuing professional education programs.

The CIS Geoportal is the first interstate project in the field of spatial data, addressing range of socially and economically significant tasks across the Commonwealth space. The Geoportal was put into operation in 2026 and provides centralized access to spatial data, reference information, and application services in a unified digital environment.
