On April 27, 2026, the 29th meeting of the Council of Heads of Authorized Bodies for Securities Market Regulation of the CIS Member States was held in Moscow in video-conferencing format.
The meeting was attended by representatives from:
- Azerbaijan;
- Armenia;
- Belarus;
- Kazakhstan;
- Kyrgyzstan;
- Russia;
- Tajikistan;
- Uzbekistan;
- the CIS Executive Committee.
Director of the Economic Cooperation Department Mikhail Myskin welcomed the participants and congratulated new Council members from Azerbaijan, Kazakhstan, and Kyrgyzstan on their appointment. He informed participants about economic picture of the CIS member states and related tasks of the Council.
Members of the meeting reported information on the significant current developments of the CIS member states in the securities market. They noted that the Commonwealth countries have been actively working to coordinate the activities of the CIS member states in the financial and economic sphere, improve mechanisms for the issuance and circulation of securities, and harmonize securities market regulatory standards.
The Council heard the information on the specifics of securities market taxation and was presented with a comparative analysis of the expansion of investment instruments, including securitization, sukuk (Islamic bonds), and sustainable finance.
The date was set for the first meeting of the Council’s working group on establishing a unified system to combat illegal activity in the financial market of the CIS member states.
A decision was taken to submit the report “On the Practice of Harmonizing the Legislation of the CIS Member States Governing the Procedure, Practice, and Specifics of Taxation in the Securities Market” to the CIS Executive Committee for consideration by the senior CIS bodies in the autumn of 2026.
The next meeting of the Council is scheduled to be held in the fourth quarter of 2026.
