On May 5, 2026, a working meeting to coordinate the draft Comprehensive Action Plan for 2026–2030 on the implementation of the Interstate Programme for Innovation Cooperation of the CIS Member States for the period up to 2030 was held via videoconference at the CIS Executive Committee office in Moscow.
The draft Comprehensive Plan was developed in accordance with Section V of the aforementioned Interstate Programme and is designed to create conditions for achieving its goals and objectives.
In particular, implementation of the Comprehensive Plan’s activities will strengthen the positions of the CIS member states in the new architecture of the global economic system, develop interstate innovation cooperation within the CIS, and establish scientific, technical and technological foundations for organizing large-scale production of knowledge-intensive, competitive goods and services.
The draft Comprehensive Plan contains 5 sections comprising 90 items, aimed at regulatory, informational, personnel and financial support for implementing the Interstate Programme, with a separate section devoted to activities for implementing key initiatives of the Programme.
The meeting was attended by representatives of the CIS member states:
- Belarus;
- Kazakhstan;
- Kyrgyzstan;
- Russia;
- Tajikistan;
- representatives of the CIS Executive Committee;
- Rossotrudnichestvo, customer-coordinator of the Interstate Programme;
- the Skolkovo Foundation, operator of the Programme.
The meeting was opened and chaired by Timur Mansurov, Head of the Scientific-Technical Cooperation and Innovation Section of the Economic Cooperation Department of the CIS Executive Committee.
Experts carefully reviewed the comments and proposals from the Russian Federation and the Republic of Tajikistan and agreed on the draft Comprehensive Plan.
Meeting participants decided to approve the draft Comprehensive Action Plan for 2026–2030 on the Implementation of the Interstate Programme for Innovation Cooperation of the CIS Member States for the Period up to 2030 and submit it to the governments of the CIS member states for final approval.
The draft document is scheduled to be considered at the meeting of the Commission on Economic Issues under the CIS Economic Council in June 2026.
