Results of Second CIS International Legal Forum Announced

The second International Legal Forum of the Commonwealth of Independent States, titled “International Legal Dialogue in the CIS: Traditions of Cooperation and Response to Contemporary Challenges”, was held in Minsk on May 13–14, 2026, with the support of the Ministry of Foreign Affairs of the Republic of Belarus and the CIS Executive Committee.

The Forum was attended by representatives from:

  • legal community;
  • ministries of foreign affairs;
  • diplomatic missions and other state bodies;
  • scientific and educational institutions of the CIS member states;
  • regional international organizations and judicial bodies.

The Forum has become a landmark regional platform, enabling an annual expert exchange of views on pressing international legal issues and making a significant contribution to the development of cooperation in the field of international law.

Welcoming the Forum participants, CIS First Deputy Secretary-General Igor Petrishenko specifically emphasized the need to jointly strengthen the authority of international law and prevent attempts at the level of legal doctrine to replace international law with a so-called “rules-based order”.

The plenary session and meetings of five thematic sections addressed issues related to the specifics of contemporary international legal policy of states, world order and international law, new branches and directions in the development of international law (including international digital law, digitalization, artificial intelligence), as well as matters of teaching international law within legal education systems and current international legal research.
