An extraordinary meeting of the Council of Permanent Plenipotentiary Representatives of the CIS Member States at the Statutory and other Bodies of the Commonwealth took place in Minsk on June 19, 2026.
The meeting was initiated by the Belarusian side.
The Permanent Representatives discussed the information provided by Igor Nazaruk, Permanent Plenipotentiary Representative of Belarus, and the information provided by Alexandr Lukashevich, Permanent Plenipotentiary Representative of Russia, regarding the issue “On the attack of an unmanned aerial vehicle on a bus carrying Belarusian civilians on a highway in the Bryansk Region of the Russian Federation.”
Following the meeting, the participants adopted a Statement to the Media in connection with this tragic incident.
The Statement notes that the CIS Permanent Plenipotentiary Representatives (Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan) expressed concern and condemnation of the attack which resulted in the death of a woman and serious injuries to several children.
The Permanent Representatives stressed that they condemn any manifestation of armed attacks targeting civilians and consider them repugnant to the norms of international law, universal human morality, humanitarian principles, and human values.
“Any actions that endanger the lives of ordinary civilians, especially children, are unacceptable and must be immediately stopped,” the Statement reads.
The diplomats extended their deepest condolences to the family and loved ones of the deceased, and wished a speedy recovery to all injured.
