CIS Heads of State Council Approves Programme for Cooperation in Strengthening Border Security on External Borders for 2026-2030

The CIS Heads of State Council adopted the Programme for Cooperation of the Commonwealth of Independent States in Strengthening Border Security on the External Borders for 2026-2030 at the summit held on October 10 in Dushanbe.

The development of the document is driven by the need to further ensure and elaborate effective cooperation among the CIS member states and bodies in protecting common and national interests in the border sphere as well as to address modern challenges and threats to external border security.

The Programme measures is based on the provisions of the Treaty on Cooperation in Border Protection between the CIS Member States and Non-CIS States, the Concept of the CIS Member States Coordinated Border Policy. It includes legal, organizational and practical measures, as well as measures for cooperation in the information, military, technical, scientific, research, humanitarian spheres, and personnel training.

The document takes into account the generally recognized principles and norms of international law, the CIS founding documents, including the Alma-Ata Declaration, the international obligations of the member states and their national legislation, the analysis results of developments at external borders, the experience of joint actions by the Commonwealth countries in countering modern challenges and threats to border security, and the results of the implementation of the previous program document.

The Council of the Border Troops Commanders is to coordinate the implementation of the Programme.

The approved document will allow for the consolidation of the CIS Member States and bodies efforts to ensure the reliability of the border security system at external borders.
