By Decree No. 613-t dated August 10, 2026, the Cabinet of Ministers of the Kyrgyz Republic approved the draft Agreement on Cooperation among the Prosecutor General’s Offices of the CIS Member States in Combating Terrorism and Extremism. The document was signed by Adylbek Kasymaliev, Chairman of the Cabinet of Ministers.
The Agreement is to be concluded among the Prosecutor General’s Offices of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. The Cabinet of Ministers approved the draft Agreement with the possibility of introducing amendments and additions that are not substantive in nature.
The document provides for the exchange of information on terrorist and extremism organizations and their members, sources of financing for such activities, as well as planned terrorist attacks against heads of state, persons under international protection, and critical infrastructure facilities. It also specifically provides for the exchange of information on the possible use of robotic technologies and artificial intelligence for terrorist purposes.
The parties also intend to:
- coordinate their actions in investigating criminal cases involving terrorism and extremism;
- exchange analytical materials;
- hold joint conferences and seminars;
- organize training and professional development for prosecutors in this field.
The Agreement will enter into force on the date of its signature and will be open for accession by the Prosecutor General’s Offices of other CIS member states and, with the consent of all parties, by states that are not members of the Commonwealth.
The document further develops the provisions of the 1999 Treaty on Cooperation among the States Members of the Commonwealth of Independent States in Combating Terrorism and, upon its signature, will replace the similar Agreement of May 25, 2006, for the states that become parties to the new document.
