Economic Affairs Commission under CIS Economic Council Approves Five-Year Report on Activities of Regional Commonwealth in Communications Field

On April 22, 2026, a meeting of the Commission on Economic Issues under the CIS Economic Council was held at the CIS Executive Committee office in Moscow.

One of the central items on the meeting’s agenda was the Report on the Activities of the Regional Commonwealth in the Field of Communications (RCC) and the RCC-affiliated Coordination Council of CIS Member States on Informatization for 2021–2025.

The report on the Commonwealth’s activities over the past five-year period was delivered by RCC Director General Alexey Borodin, who also presented the main vectors of RCC’s development activities in the medium term, including in the context of implementing strategic CIS documents:

  • Strategy for Cooperation of CIS Member States in Developing Information Society and Digital Economy for the Period up to 2035*;
  • Agreement on Conditions for Inter-Operator Settlements and Provision of Telecommunications Services in the CIS Member States, and others.

Having reviewed the Report, the Economic Affairs Commission recommended the CIS Economic Council:

  • to note the positive work of the RCC and the CIS Coordination Council under the RCC in developing cooperation and deepening integration ties in the fields of informatization and communications,
  • to continue joint work with relevant ministries and agencies of the CIS countries to implement decisions of the highest CIS bodies.

The RCC Executive Committee, together with heads of communications administrations and relevant bodies of the CIS member states, was to continue detailed work on the following issues:

  • formation of fair prices for roaming communication services in the CIS member states,
  • development and provision of access to communication systems on non-geostationary satellite orbits,
  • development of the IT parks and IT startups alliance.
