International military center of the Russian Ministry of Defense presented the results of the CIS military cooperation Concept for the period up to 2025. The Concept* was approved by the CIS Heads of State Council on December 18, 2025.
“Through joint efforts, we have managed to achieve significant results in developing priority areas of military cooperation and joint military-purpose systems, while preserving a shared spiritual foundations aimed at maintaining established traditions and creating new ones,” said Lieutenant-General Yury Dashkin, Secretary of the CIS member States Council of Defense.
According to the Russian Ministry of Defense, during the implementation of the Concept, the training of specialists in the use of new engineering weapon systems, including robotic complexes, became widespread. Cooperation in military education and the training of military personnel developed significantly, and multi-level system of collaboration was established. Military education institutions now cover pre-university and higher professional education, and in recent years also the training of military research and teaching staff.
A significant foundation has also been laid for the scientific support of military cooperation. With the key involvement of the Military Academy of the General Staff of the Armed Forces of the Russian Federation, military educational and research institutions conducted their first joint comprehensive scientific study on the role of the Commonwealth in ensuring military security.
Cooperation in army sports also developed vigorously. A number of large-scale projects were implemented in both the professional and mass participation segments. In 2025, more than 250 CIS military personnel took part in the fourth Military Sports Games of Friendly Armies. The system of military-patriotic and cultural-educational work was raised to a qualitative new level. In addition, events dedicated to the 80th anniversary of key events of the Great Patriotic War of 1941–1945 *were held extensively in CIS countries.
“Overall, during the implementation of the Concept, concrete results sought by the Commonwealth states have been achieved and unique experience of military cooperation has been developed,” Yury Dashkin concluded.
A ceremony was held at the event to award the CIS Council of Defence Ministers’ Badge “For Strengthening Military Cooperation” to the heads of working bodies and basic organizations of the Council for their personal merits and contributions to the development of military cooperation and the strengthening of military security of the Commonwealth states.
The award ceremony was attended by Vasily Osmakov, Deputy Minister of Defense of the Russian Federation.
The Deputy Defense Minister expressed confidence that military personnel would not rest on their achievements and would continue to use all their experience, professional skills, energy and perseverance in addressing the most important tasks set by the state leadership and the Russian Defense Ministry.
