Heads of CIS Member States Approves Cooperation Programme in Countering Terrorism and Extremism

The CIS Heads of States Council approved the Programme of Cooperation among the CIS Member States in Countering Terrorism and Extremism for 2026–2028 at the summit held in Dushanbe on October 10, 2025.

The document takes into account the universally recognized principles and norms of international law, the UN Global Counter-Terrorism Strategy, the international obligations of the CIS member states and their national legislation, as well as the current status, trends, and dynamics of the situation in combating terrorism and extremism worldwide.

The Programme is aimed at the further improvement of cooperation among states, statutory bodies, and sectoral cooperation bodies of the CIS in this area. The Programme’s activities envisage the development of the international legal framework and organizational mechanisms, the preparation and implementation of joint measures to prevent, detect, suppress and investigate terrorist and extremist crimes, as well as informational, analytical, scientific and methodological support for the activities of the CIS member states in this field, and the development of staff potential of competent authorities.

Within the framework of the Programme's implementation, the practice of holding conferences, meetings of heads of key departments of competent authorities, and joint counterterrorism exercises will continue to enhance the effectiveness in combating terrorism and extremism. The key task will remain to conduct an educational work among the population and to publicize the results of cooperation in the media.

To strengthen information support, it is planned to develop the Anti-Terrorism Center (ATC) Specialized Data Bank and expand the exchange of analytical materials. Scientific research and organizational events on acute problems of countering terrorism and extremism will continue. The Programme will also initiate the development of a comprehensive program for education and personnel development.

These measures are designed to increase the effectiveness of the fight against terrorism and extremism in the CIS countries and to ensure the security of the region.
