The 91st meeting of the CIS Border Troops Commanders Council (CBTC) held in Manas, Kyrgyz Republic, chaired by General of the Army Vladimir Kulishov, Chairman of the Council of Commanders of the Border Troops and First Deputy Director of the Border Service of the Federal Security Service of Russia.
Delegations from the border agencies of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, the Council Coordination Service, as well as the heads and representatives of partner bodies:
- Commonwealth of Independent States,
- Secretariat of the Collective Security Treaty Organization (SCTO),
- Executive Committee of the Shanghai Cooperation Organization Regional Anti-Terrorist Structure,
- International Union of Public Associations of Border Service Veterans
attended the meeting.
For the first time, the meeting included authorized representatives and heads of border regions of Kyrgyzstan and Tajikistan, underscoring their interest in strengthening the border security system in this area and their commitment to developing constructive multilateral cooperation.
The meeting opened with addresses from Deputy Chairman of the Cabinet of Ministers – Chairman of the State Committee for National Security of the Kyrgyz Republic, Colonel General Kamchybek Tashiyev; Presidential Plenipotentiary Envoy of the Kyrgyz Republic in Jalal-Abad Region, Tynchbek Tekebayev; and Director of the CIS Executive Committee's Security Cooperation Department, Major General Yevgeny Klemez.
The meeting analyzed the situation on the external borders of the CIS Member States and developed additional measures to strengthen border security. Chairman of the CBTC Coordination Service, Colonel General Alexander Manilov delivered a report on this issue. Information was also provided by heads of border agencies from the CIS countries, as well as by the CIS Anti-Terrorism Center, the Bureau for Coordinating the Fight against Organized Crime and Other Dangerous Types of Crime on the Territories of the CIS Member States, and the Executive Committee of the SCO Regional Anti-Terrorist Structure.
The Council of Border Troops Commanders summarized its activities for 2025 and defined tasks for the upcoming period, including organizing and conducting joint special border operations.
Furthermore, the Council members focused on enhancing interstate automated information exchange, joint research activities, and personnel training.
In addition, the Council decided to reward military personnel who had distinguished themselves in protecting and guarding the external borders of the CIS Member States.
The meeting concluded with the adoption of twenty-two resolutions aimed at further strengthening border security on the Commonwealth's external borders and expanding multilateral border cooperation.
