On the Results of CIS Economic Council’s Activities in 2025

The Organizational Department of the CIS Executive Committee has analyzed the activities of the CIS Economic Council in 2025.

This year, the Council held meetings in Moscow, Tashkent and Dushanbe, reviewing nearly 100 documents covering all areas of economic cooperation. Subsequently, 34 of them were approved by the CIS Heads of Government Council and one by the CIS Heads of State Council.

The most important among them include:

- Declaration on Cooperation in Ensuring Regional Energy Security;

- Action Plan for the Implementation of the Second Stage (2026–2030) of the CIS Economic Development Strategy until 2030;

- Strategy for Cooperation of the CIS Member States in Information Society and Digital Economy Development until 2035 and its Plan of Action;

- Strategy for Scientific and Technological Development of the Commonwealth of Independent States for 2026–2035;

- Set of Measures to Attract and Stimulate Mutual Investment within the CIS until 2030;

- Agreement on Cooperation of the CIS Member States in the Development of Heavy Industry Sectors;

- Action Plan for the Preparation and Holding of the Year of Health Protection in the Commonwealth of Independent States in 2026.

The following documents have been prepared and will be submitted for approval to the CIS Council of Heads of Government in the spring of 2026:

- Concept for Aligning Major Transport Corridors Passing through the Territories of the CIS Member States;

- Strategy for MICE (Meetings, Incentives, Conferences, Exhibitions) Activities of the Commonwealth of Independent States until 2030.

In January 2026, the chairmanship of the CIS Economic Council will pass to Turkmenistan.

Hokim Kholiqzoda, Chairman of the CIS Economic Council, First Deputy Prime Minister of the Republic of Tajikistan:

“Economic cooperation within the CIS is not only about trade and investments, it is also an instrument for strengthening political stability, ensuring the sovereignty and strategic resilience of our states.

We face the tasks of enhancing the effectiveness of economic policy coordination to minimize external risks, forming resilient transport and logistics chains independent of external pressure, deepening industrial, energy, and food integration, as well as developing modern technological platforms, including digital infrastructure”.

Within the framework of Tajikistan’s CIS chairmanship, we strive to give new impetus to joint initiatives aimed at increasing the resilience and competitiveness of our countries’ economies”.

Sergey Lebedev, CIS Secretary-General:

“2025 was a busy and fruitful year for the Commonwealth. It was a year of planned, systematic work aimed at qualitatively deepening integration interaction. 2025 was held under the chairmanship of the Republic of Tajikistan. The chairing side, together with other Commonwealth states, defined such directions as improving the organization’s own activities, expanding trade and economic interaction, developing transport and logistics interconnectedness, and digital integration as priorities”.

Despite all internal complexities, different approaches to problem-solving, and despite strong external sanctions and political pressure, we continue to work with a unified thought that it is very important for us to preserve our Commonwealth, good-neighborly relations, and relations of friendship among the peoples of our countries.

Precisely this approach by the CIS Executive Committee staff contributes to us resolving many issues quite effectively and finding compromise solutions, despite some disagreements. And to all the states – thank you for supporting the CIS Executive Committee”.
